It's an idea for which the time, 'may,' have come (BUT) only on the lightning speed thousands / tens thousands of transactions which take place almost in an instant to cash in on fractions of cents on lots and lots of shares. Long term investments shouldn't be penalized. Look at what has happened in a few hours in recent years. Congress likely though has no stomach to challenge Wall Street and it's not just Republicans. The law of diminishing returns also should be followed if financial trading is taxed. It's complicated but worth studying and debating if enough members of Congress have the gumption which most don't, or are too indebted / beholden to the big financial interests.
